Heather Elmer is with the Ohio Department of Natural Resources Division of Wildlife. She coordinates the Ohio Coastal Training Program (CTP), a partnership of Old Woman Creek National Estuarine Research Reserve, Ohio Sea Grant College Program, and the ODNR Office of Coastal Management. The goal of the Ohio CTP is to provide local decision-makers in the Lake Erie watershed with the knowledge and skills they need to address critical resource management issues in their communities. The Ohio CTP provides science-based tools and training for a sustainable Lake Erie to local government officials, non-profit organizations, and other professionals on topics such as stormwater management, land use planning, and sustainable design.

Heather is as board member and secretary of the Western Reserve Land Conservancy-Firelands Chapter and serves on the Old Woman Creek National Estuarine Research Reserve Advisory Council (ex officio). She obtained a Master of Arts degree in Bioethics from the Case Western Reserve University, and a Bachelor of Arts with a major in Biology and English from Oberlin College.

Heather has been with the Ohio Division of Wildlife and the Ohio CTP since 2004. Prior to that, she managed Oberlin College's Living Machine, an ecologically engineered wetland wastewater treatment system, coordinated green building outreach, and conducted Cystic Fibrosis research. She resides in Oberlin, Ohio with her partner, Mark, and enjoys hiking, camping, sailing and spending time with family and friends. Nearing the end of a green home renovation, Heather is welcoming a break from hanging drywall and wiring electrical circuits.
