Objectives

Determine how to assess satisfaction levels of law enforcement presence.
Determine current levels of law enforcement presence.
Determine the level of law enforcement presence necessary to satisfy boater expectations.
Determine options to meet the law enforcement needs identified by customers.
Determine the amount of exposure to risk of immersion or boating mishap for the surveyed boater.

Rationale

Increased input from recreational boaters is needed to assess the appropriate amount of law enforcement presence and the risks to which boates are exposed.

Methodology

Survey 1300 randomly selected recreational boater households about their boating activities, their exposure to boating risks, and their satisfaction with safety conditions on the water and the presence of law enforcement personnel.

Benefits & Accomplishments

1300 owners of registered boats were surveyed with 549 usable responses, with 116 not deliverable, for an adjusted response rate of 46 percent. Boater exposure rates and satisfaction levels with on the water safety were estimated from the survey data.
