Objectives

To specify, estimate, and compare several alternative econometric models of the demand for water-based outdoor recreation at Lake Erie. To specify and estimate a predictive model of water-based outdoor recreation participation with emphasis on the use of Lake Erie as the site of recreation activity.

Rationale

Data are needed to facilitate the decision-making process regarding the allocation of limited development resources in Ohio. Of particular interest to staff persons of the Ohio Department of Natural Resources, regional recreation planning groups, and special recreation interest groups (charter boat owners, marina owners, etc.) are: economic returns from water-based recreation investments, satisfaction with existing recreation opportunities, factors influencing participation in water-based recreation, and participation rates. The findings will also contribute to expansion of knowledge bases in the area of outdoor recreation participation, both in economics and sociology.

Methodology

  1. Specification of theoretical modeling;
  2. updating of contemporary research literature focused on the research topic;
  3. analyses of data for model building; and
  4. report and publication writing.

Benefits & Accomplishments

Accomplishments:
1986. A mail questionnaire was used to collect data from a state-wide sample of licensed drivers in Ohio. This sample included participants and nonparticipants in Lake Erie water-based recreation activities which was necessary to test the theoretical models developed for testing. Descriptive and multivariant statistics will be used to examine the data and to build predictive models. A time-cost model was used to guide the economics component of the study while a facilitative-constraint perspective was used for the sociology research component. Data focused on expenditures, attitudes, experiences and participation rates were collected.

Benefits:
1986. 1) State policy makers at ODNR and other agencies will benefit from more information about what kinds of recreational opportunities will be generated from increased recreational expenditures on water-based activities within Ohio. 2) Local policy makers will benefit from more information on what changes in water-based recreational activity they can expect from making various investments. 3) Water-based recreators will benefit by investments in water-based recreational activities which lower their cost of participation. 4) Social scientists will benefit from a body of research which makes possible a comparison of empirical results from the zonal and individual approaches to recreational demand.
